We prefer to *not* use testing-proposed-updates and in all cases where we won't accept the new upstream release we ask maintainers to rather revert the new upstream release such that we can get the changes via unstable. testing-proposed-updates is nearly exclusively used for no-change uploads where versioned dependencies are picked up that can't migrate to testing.
