Please unblock package chiaki

[ Reason ]
Right in the middle of the bullseye freeze, a user reported an 'grave'
(subsequently downgraded to 'important') bug (#988248), that 'chiaki' if
'libqt5multimedia5-plugins' wasn't also installed (however, that package was
missing from 'chiaki's dependencies!).
The implemented fix is to add a (soft) dependency on the required package.

[ Impact ]
Without the applied patch, the package will get installed without sound-support
(unless the dependency is satisfied by chance), greatly reducing the usability
of the package (and it's rather hard for the user to find-out *why* the sound
won't work).
However, the package will not be completely useless without the changes
('chiaki' still starts, and video works; just no audio).
Due to the nature of 'chiaki', audio will be expected by practically all users.

none.

[ Risks ]
the risks are minimal, as the only change involved is adding a
"Recommends"-dependency.
