  * Ship index.html to unbreak links in python-policy.html. Closes: #985313.
  * Don't ship html policy links in the python3.9 doc directory.
    Closes: #984961.

There are no code changes, the package is a dependency package.

Fixing a dangling symlink, and making the html policy links work, however the
latter is already worked around at
https://www.debian.org/doc/packaging-manuals/python-policy/
