please unblock what-is-python.

  * Update package descriptions for the Debian 11 (bullseye) release.
  * Bump package versions and provides.
  * Provide pdb symlinks in the -dev packages.
  * Also provide symlinks to the manual pages for all packages.

There are no code changes, the package is a dependency package.

The python-is-python3 and python-dev-is-python3 are now provided in version
3.9.x, instead of 3.8.x to match what is shipped with bullseye.

Mattias, can you please follow the rules of unblock requests and add a
debdiff next time? Also, some of our tools parse the title of the bug,
so it helps to start with "unblock:" and then the name of the package to
be unblocked. Thanks.
