When libuim-data was resurrected as a transitional package in
1:1.8.8-4+deb10u2, it shipped /usr/share/doc/libuim-data as a directory
containing files instead of being a symlink as in stretch.

So let's do the missing symlink_to_dir dance now. Verified in my local
piuparts instance to fix a previously failing stretch2buster test.
The package is already uploaded.
