Judging by the dolfin debci failures, slepc needs to be rebuilt.
Either that, or dolfin itself needs a rebuild.
Dolfin tests report:

  File "/usr/lib/petsc/lib/python3/dist-packages/dolfin/__init__.py", line 34, in <module>
    from .cpp import __version__
ImportError: /lib/x86_64-linux-gnu/libslepc_real.so.3.14: undefined symbol: MPIU_SUM

(weird that slepc is passing its own tests. I guess it's not testing
the MPIU_SUM symbol)
