The first class is what we call transitions, the second class is what we call "(build-)essential". For the latter class we added a list of packages recently, kodi is not on it. Regarding the new binary package, it has to migrate to bullseye before the start of the Soft Freeze. The Release Team has no special influence on the FTP Masters NEW queue. > 2. Apart from the `Transition and (build-)essential Freeze`, deadlines in the freeze policy apply to migrations, not to uploads. So the answer to your question is: neither. Your upload has to have migrated on the deadline. Whether something is on Salsa is irrelevant, as Salsa is not part of the Debian archive. Having said that, I believe the policy should be crisp and clear on this. So, if you now understand it better and have ideas how to improve the policy text, we do consider merge requests [1] for wording.
