For the Debian GIS team I'd like to transition to PROJ 7.

It's not such a major change as the previous transition to PROJ 6 (#931949).

There were a few FTBFS with the RCs in experimental, but all except r-cran-sf
have been fixed in the mean time. There is a patch in the BTS for r-cran-sf,
which also fixes the FTBFS of r-cran-lwgeom when r-cran-sf is rebuilt.


Transition: proj

r-cran-sf (0.9-0+dfsg-1) is now in testing completing this transition.
