I've scheduled binNMUs for the reverse dependencies, but they still end
up with a dependency proftpd-abi-1.3.7a.

Thanks for scheduling. I just noticed that there was no abi change between proftpd-dfsg 1.3.7a & proftpd-dfsg 1.3.7a+dfsg. I just thought there was one as [1] reported that our module packages were not installable short time ago. Closing.
