That is my understanding also. I would not have asked for an update in
buster if Bug#960132 had not been marked as affected in stable after I
closed the bug. The same person also marked the bug as "serious". I
was then advised that it was my responsibility to provide a new
version in stable but, given the circumstances, would be fine with
that request being denied.
