Bug#963988: transition: zimlib and libkiwix

Package: release.debian.org
Severity: normal
User: release.debian.org@packages.debian.org
Usertags: transition

zimlib and libkiwix are ready to be upgraded to their latest upstream major
versions. Since both are maintained by the same upstream and basically in sync
with each other, I thought it would make sense to do as one transition.

I prepared/tested all of the packages in experimental and it should be good to
go. The zimwriterfs build failures are because it built against and earlier,
buggy zimlib that was missing a dependency.
