As the debhelper maintainer:

(As I have _not_ looked at the concrete case, I am _not_ coming with a
recommendation for or against using the compat system in this case.)

Third-party plugins are welcome to piggy back in the debhelper compat
system (several have done so to date) and I am happy to include a note
about it in debhelper(7)[1].

[1] This happened in compat 12 with e.g. the following note:


 * The third-party dh_golang tool (from dh-golang package) now defaults
   on honoring DH_GOLANG_EXCLUDES variable for source installation in
   -dev packages and not only during the building process. Please set
   DH_GOLANG_EXCLUDES_ALL to false to revert to the previous behaviour.
   See Debian::Debhelper::Buildsystem::golang(3pm) for details and
   examples.
