The packages don't contain any source itself, just b-d on various source
packages. #928404 has the rationale for the glibc updates. So the same rationale
should be applied for these packages as for the glibc approval.

There seems to be room for improvement in tracking/updating packages which have
a Built-Using attribute, which is older than the version in testing.
