Please unblock package mudlet

mudlet was removed from testing only because its dependency
lua-sql was removed. As lua-sql was unblocked and re-added (see
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=924025), IMHO the same
could be done with mudlet.

While there are some details about the mudlet package which could be
improved (obsolete vcs links, updated upstream version), I can't see any
reason why the current package shouldn't be part of buster.

Especially, according to release notes, the new upstream release doesn't
fix any critical issues.
