I believe the bug you are fixing here is bug #922343, but that is marked as only affecting the version in unstable, so it doesn't need to be fixed for buster. There are changes in the previous upload that are not matching the freeze policy [1], like: new upstream release and debhelper compat level bump. So, do you still need to get this fix in, then please fix the meta data of the bug you are trying to fix to have the right version information.
