Dear Release team,

Debian is currently shipping with Qt 5.11.3 which is quite outdated.

We would like to update to 5.12.5 release from the 5.12 LTS branch.

The packages are prepared in experimental: the core part of the stack is
updated to 5.12.5, some other packages are 5.12.4 but the changes between
.4 and .5 are minimal so we will bump the version when uploading to unstable.

As usual, we have two sub-transitions:

is_affected = .depends ~ "qtdeclarative-abi-5-11-2" | .depends ~ "qtdeclarative-abi-5-12-5";
is_good = .depends ~ "qtdeclarative-abi-5-12-5";
is_bad = .depends ~ "qtdeclarative-abi-5-11-2";

At the same time, qbs will be updated to 1.13.1 (only qtcreator is affected).

The 5.12 release fixes build failure in qtwebengine (#939038) which blocks the
libvpx transition.

The only known package failing to build with Qt 5.12 is deepin-qt5dxcb-plugin
(#935105) which I can NMU if needed.
