Dear Release Team,

I'm filing this bug for a new transition of openexr package.

On January 1st, 2019 a fixed testing-purpose package (2.3.0-4) has been
uploaded to experimental.

So, following a checklist obtained via 'reverse-depends', here is the
list of source packages depending on openexr and the results of the test
builds (honoring the dependency levels as reported in the checklist, as
relevant for the correct order):

 * vips_8.7.2-1 => FTBFS (build environment fail)

### Dependency level 4 ###
 * blender_2.79+dfsg0-5 => OK

'Level {2,3}' tags mean that the package fails because its build depends
on another package that is part of the transition and need to get
rebuilt before that same package, e.g. libvigraimpex.

I'll follow-up this bug report with any progress in fixing the packages
that are FTBFS.
