Please unblock package galera-3

This is a new upstream bug fix release that is better compatible with
the MariaDB version currently in Buster. It has already been for 60
days in unstable without any reported issues. Packaging process uses
Salsa-CI and no regressions have been found after thorough testing.

Having this version in Buster would decrease the likelyhood of having
issues with MariaDB Galera users during the Buster support time.
