Please unblock package nvidia-graphics-drivers

This is a new upstream release from the same major branch that we
currently have in testing. It adds support for some new GPUs, so people
with these cards do not need to rely on packages from sid or
buster-backports.
For nvidia-settings, there is a bugfix included.
Of course these two packages should go to buster together.

There were no code changes for nvidia-xconfig, nvidia-modprobe and
nvidia-peristenced - these packages have not been uploaded to sid and do
not need to be unblocked.

There is some packaging cleanup for nvidia-graphics-drivers. With the
number of architectures providing the driver being reduced to 1 after
the 390.xx series, there is no need to carry along the code etc.
supporting arch-dependent lists of supported PCI IDs beyond 390.xx
