Wow. For me it is important to have the whole history present in the
changelog. That this is a blocker...

So just for this I have uploaded now 3.4-5 which is more funnier, since
now the 3.4-3~bpo9+1 changelog entry is mentioned twice:

 needrestart (3.4-5) unstable; urgency=medium
 .
   * Remove 3.4-3~bpo9+1 changelog entry.
