MariaDB 10.1.39 includes security fixes, but as discussed with
security@, they are not super urgent and this update is best suited
for a stable release update. Since .40 was released quickly after as
fixing regressions to .39, it is best to ship .40 in Debian.

  * SECURITY UPDATE: New upstream version 10.1.40. Previous release 10.1.39
    includes fixes for the following security vulnerabilities:
    - CVE-2019-2627
    - CVE-2019-2614
  * Amend previous changelog entries to include newly released CVE numbers.
