Please unblock package spectre-meltdown-checker

This is a leaf package and version 0.41 is checking for the new 
security issues: Fallout, RIDL and ZombieLoad
If any issue, it should not regress anything but this package.

I am not attaching the debdiff because it isn't relevant.
(it is a new upstream version)
