We did meet the soft freeze date by making several good releases with several months of effort. However, there were still issues that we felt needed fixing for a stable release. Some of these fixes are workarounds for issues that were not fixed in other packages (such as #919517 and smooth upgrade failures in other packages). Pretty much all the changes between 19.1 and 19.2 (version increment is because freedombox is a native package) were focused on Buster release during which we were not adding extra features. I respect the decision to not unblock, but please see if this information sheds some new light to make the case eligible for reconsideration. Thanks, -- Sunil
