Please unblock package mariadb-10.1

- New upstream release (which would get into Buster via stable-updates
eventually anyway)
- Multiple important bug fixes and a few extras that are very unlikely
to introduce any regressions
- One potential security fix
- Changelog also contains changes related to gitlab-ci.yml automation,
which has been optimized to spot potential regressions in Buster (and
none are found now).

  * Enable automatic restarts from maint scripts in gitlab-ci.yml
  * Automate renaming MySQL auth_socket correctly in mysql_upgrade
    (Closes: #926231)
