Bug#926645: unblock: diffutils_1:3.7-3

Please unblock diffutils. It fixes a random FTBFS problem which
has already happened on a release architecture but it could in theory
happen anywhere (for now I've decided to disable the test, there will
be plenty of time in buster+1 to fix the test).
