Please unblock package horizon

The changelog is self-explanatory:

horizon (3:14.0.2-3) unstable; urgency=medium

  * openstack-dashboard: Add Breaks against obsolete packages from Stretch:
    python-app-catalog-ui, python-designate-dashboard, python-ironic-ui,
    python-murano-dashboard, python-zaqar-ui (Closes: #925226). Thanks a lot
    to Andreas Beckmann for his report, patch and tests.

So, according to Andreas and his tests, the above Breaks: are needed to
correctly perform an upgrade from Stretch to Buster.

Please unblock horizon/14.0.2-3 to allow this fix to enter Buster.
