Please unblock package sphinxcontrib-programoutput

The version 0.11-3 was doing FTBFS with Sphinx 1.8, and Chris Lamb nicely
backported upstream patch to fix this. The new version 0.11-3.1 fixed the
problem (I tried to build it myself to make sure of this).

The only difference between the Buster and the Sid version is this patch:

https://salsa.debian.org/openstack-team/third-party/sphinxcontrib-programoutput/blob/debian/rocky/debian/patches/fix-tests-for-sphinx-1.8.patch

Note: sphinxcontrib-programoutput is used by python{3,}-ddt, which in its
turn is used by so many OpenStack packages. So indirectly, nearly all of
OpenStack needs this package to migrate to Buster.
