pandoc-citeproc-preamble doesn't use the Haskell team's CDBS build
infrastructure, so it can't depend on the magic virtual packages.

I'm filing a bug and making a note to change that, but since I doubt
this will come up again before the full freeze (CCing pandoc maintainer
to confirm), I would like to request the manual binnmu in the meantime.

Ah, okay.  Here is the updated command:

nmu pandoc-citeproc-preamble_1.2.3 . ANY . unstable . -m "Rebuild against newer libghc-pandoc-types-dev."
