Bug#906643: transition: php7.3



Dammit, I completely forgot the phpapi change between the beta and the RC :(.  Sorry about that.

The good should be: 20180731

The bad should be: 20180606 and 20170718

e.g. those binNMUs were wasted time :( and they will need to be triggered again.  Sorry for that.
