Bug#872998: transition: PHP 7.0 to 7.1

I should probably clarify that - I already have all (if not most) extensions supporting PHP 7.0, PHP 7.1 and PHP 7.2 ready, so I'll be uploading those along with the php-defaults upload.

Also I don't have any reports of neither PHP 7.1 nor PHP 7.2 breaking something. Perhaps except php-mcrypt being dropped from PHP 7.2.
