Hi,

I'd like to upgrade zimlib to v4 to get up to date with upstream once again.

The only dependency affected is libkiwix, which will require a new major
upstream release as well (I've prepared and tested it locally). The new
libkiwix will also fix #913506 for the ICU transition.

https://release.debian.org/transitions/html/auto-zimlib.html looks correct
AFAIK.

further coordination with the release team, as you will be uploading the two
packages involved in the transition.
