Sorry for being unclear; the debdiff has:
• stretch  0.6.1+dfsg-1
• proposed 0.6.1+dfsg-1+deb9u1    <=====
• unstable 0.6.1+dfsg-1.1
which sort this way.

Would you prefer 0.6.1+dfsg-1.1~deb9u1 instead?  Probably indeed better as
it makes it more clear it's the same thing as in unstable.
