Ah of course, I didn't think of that.

The reason I was looking at it was that it appeared to be holding up
the rebuild of packages in the openmpi dependency chain, specifically

  petsc4py

and following from that, slepc4py and dolfin.

But I see the actual problem now: 
  petsc4py Build-Depends: libhdf5-openmpi-dev.

Transferring this bug to petsc4py.
