3.9 is in a bad shape atm, but 4.0 looks good. Since your plan was to move to
4.0 as default directly, is there anything blocking that? In fact that's already
done in experimental. Have you rebuilt the rdeps so we know they are fine with
4.0 and can do this transition? Then many packages will automatically move from
3.8 to 4.0, easing the removal of 3.8.
