Control: retitle -1 unblock: duperemove/0.11-1

Hi!
On Jan 26 (ie, 10 days before the hard freeze) I've sponsor-uploaded Peter's
update, which replaces a beta with a regular upstream release, plus misc
changes to the packaging.  The rationale being, if you agree to let it pass,
we want the package to be in a good shape.

Dates of the uploads:

0.11~beta4-1   2016.09.28   2016.12.24 (2¾+10 days before NEW freeze)
0.11-1         2016.12.31   2017.01.26 (10 days before hard freeze)
(I've intentionally delayed the latter, as having been eligible to pass NEW
makes is easier to argue an exception, followed by a regular upload without
bothering you -- but that's no longer an option.)
