Bug#883492: release.debian.org: queue-viewer should never generate files for REJECT(ED) packages

After rejecting a package and moving the diffs etc out of the way,
queue-viewer sometimes regenerates the diffs. This should not happen if
the state of the package (as per the comment file) is REJECT(ED).
