(note gr-osmosdr is already at +b1)

Both packages need to be rebuilt against newer libraries to be able to migrate
to testing.

Scheduled on amd64 only, looks like the maintainer uploaded the binaries built
in a (slightly) outdated chroot.

That's no longer needed afaics.
