"simply" a new upstream release.
The interesting point to note here is that upstream removed "cppunit-config"
and that causes FTBFSes in other packages.
Most are trivial to fix or already fixed. Filed bugs (and added patches):

gnuradio is getting interesting, given it has no c++11 support but
cppunit now requires it. Either tests will need to get disabled or a cppunit1.13

and "just" builds being affected.
