I'm struggling to see how a normal severity bug in a browser extension
qualifies for stable-updates.

If I understand the policy correctly, stable-updates is suitable for
data (rather than code) changes.  This update changes one byte of
configuration data and no code.

It's intended for changes where the timing of the update has a direct impact on users - for example, timezone data or a virus scanner that no longer catches current threats. That doesn't mean that any change that involves data is appropriate.
