Request for -ignore tag changes

Bugs with an -ignore tag for a distribution are not in RC bug 
lists like [1] or UDD searches for RC bugs in a distribution.

While this is desirable in some cases, below are bugs where I'd suggest 
changing the tags to have bugs show up where they should.
