Please unblock package squid3
When we upgrade from Jessie's squid3 to Stretch we are switching from binary
package named squid3 to the one named squid. We are preserving the config
file which is correctly moved from /etc/squid3 to /etc/squid but squid is
started before squid3 moves the config file into place, so it is started
with the default config instead of the one that the user wants. We have
added a reload to squid in order for it to use the user's one.
