I've prepared an update for libdatetime-timezone-perl in jessie,
adding a patch to update to Olson DB 2017a.

As usual, the patch only touches the perl data files; and in this
case also t/15catalog.t (taken from upstream, including the mistake
in the text output [0] :)) because this test needs to learn about a new
timezone in Chile.

The changes in this tzdata release are:
- - Mongolia: no longer observes DST, starting on 2017-03-24
- - Chile has added a new zone America/Punta_Arenas, starting on 2017-05-13

(Depending on the next point release date, this might be material for
stable-updates beforehand.)

Manually stripped down debdiff attached.
