Bug#860967: release.debian.org: discourage unblock requests for targeted fixes for RC bugs

Hello release team,

Niels told me on IRC that the release team would prefer not to receive
an unblock request for targeted fixes of RC bugs, because they check the
list of RC bugs in testing with fixes in unstable regularly, and so the
unblock request is merely communications overhead.  The only exception
is for packages with udebs, as the unblock request is a place to request
an ACK from d-i.

It would be useful to have this info in the freeze policy, or somewhere
else in release.d.o.
