It wasn't at all clear to me that this round of updates (not just
tzdata but libdatetime-timezone-perl as well) actually warranted being
pushed via -updates rather than waiting for the point release.

Publishing things via -updates is not zero-effort so is not
necessarily done for every update.

python-tz also needs to go through. See #858133;  jessie / wheezy
versions break with pre-2017 tzdata format.

Then someone needs to prepare, test and propose an update, in the same way as any other update to stable.
