Dear release managers,

Please unblock package trafficserver

Change only includes a patch, provided in bug #856610, which fix build issues on ARM platforms.
This patch has been merged upstream and included in Ubuntu package.

This allows trafficserver to be available to more platform than it currently is:
- - 7 architectures for trafficserver 7.0.0-4 in testing
- - 9 architectures for trafficserver 7.0.0-5 in unstable
