Take libx11-dev:
It started off with a 1: epoch and had that bumped to 2: as of 1.0.0-1

Yet I find
consolekit: libx11-dev (>= 1.0.0)
diodon: libx11-dev (>= 1.3.2)
gnome-chemistry-utils: libx11-dev (>= 1.0.0)
grail: libx11-dev (>= 1.4.99)
libdbusmenu: libx11-dev (>= 1.3)
torcs: libx11-dev (>= 6.8.2)
xrestop: libx11-dev (>= 4.3.0)


All those are incorrect, i.e. not tight enough.
This is just a random example. Would be interesting to know archive wide
how many packages are bitten by epoch bumps
