Hello,
This is again the time to transition to a more recent version of LLVM.
This time, I would be more agressive and skip the 3.7 transition:
* takes too much time
* 3.8 is stable with its 3.8.1 release
* 3.7 is no longer maintained
* we have too many releases of llvm in the archive
* I don't remember seeing critical changes between 3.7 and 3.8

We have been able to remove 3.5 and 3.6, and are shipping 3.7 (for ghc) as well
as 3.8 (default) and 3.9. That's not ideal but it's an improvement over the 5
versions that we had a few months ago.
Let's close this now as we won't change anything else for stretch.
