Bug#851823: Changing default emacs to 25 to allow emacs24 removal -- RoM

Thank you for this reply.  I have been working on this transition with
Rob, and I don't know how we managed to miss those packages.

However, note that the change to emacs-defaults is not blocked by any of
the packages you've listed.  /This/ bug is about the version of Emacs
someone would get if they typed `apt-get install emacs`.  It would
require a bug against ftp.debian.org to remove emacs24.

Even if we can't remove emacs24 for stretch thanks to the packages
you've highlighted, it would still be good to update emacs-defaults.
