Bug#827061: transition: openssl: Unrelated updates to rdep packages?

I have a quick question now that the transition is ongoing: is it OK
for me to upload a new version of open-isns (B-D: libssl-dev) that's
unrelated to this transition? (New upstream version, some debconf
translations; all severity <= normal.) Both OpenSSL 1.1 and 1.0 have
migrated to testing a while back, and open-isns compiles with either
one of those (though it hasn't been binNMU'd yet), so I don't think
this will cause any problems - but the text in the package tracker
says I should wait with unrelated uploads until the transition is
completed, so I thought I'd ask first.
