A small transition of libsodium. It has soname 13 in Sid and 18 in experimental.

Affected packages are:
dnscrypt-proxy
fastd
netsniff-ng
python-nacl
zeromq3

Package maintainers noted ten days ago and confirmed my tests that
those can be safely binNMUed. This also mean that libsodium library
packages are co-installable.
